Li Guoan was delivering food on his electric bicycle in Midtown Manhattan on a frigid January afternoon this year when an NYPD officer pulled him over. E-bikes are illegal to ride in New York City, and Li had been stopped by the police before. But this time the officer decided to seize his bike.
